SECTION 2 PURPOSE
A: To stimulate public awareness of bass fishing
as a major sport. To offer our state conservation department,
our organized moral support
and encouragement. To promote full adherence to all conservation codes
and
to demand adequate water
standards and legal enforcement of existing regulatory standards. To detect
and
report any polluter and
call public attention to the crime. To improve our skill as bass
anglers through a
fellowship of friendly
exchange of expert bass catching techniques and ideas, and to promote and
encourage youth fishing
and a love for this great recreation. To function as a dynamic and
effective link
with other sportfishing
organizations embracing the principles and purposes of a moral and
conservation minded organization.
ARTICLE 2
MEMBERSHIP SECTION 1 REQUIREMENTS
A: Voluntarily express a genuine interest in membership.
B: Have a full understanding of the by-laws and
agree to abide by them.
C: Be voted and approved by 50% or more of attending
members. The new member will then be notified of the
decision within (2) two
days by a club officer.
D: Be present at regularly scheduled meetings,
to present dues and accept membership package.
E: Be a minimum age of 18 years old or 17
years old with written permission from parent or legal guardian.
SECTION 2 MAINTAINING MEMBERSHIP
A: Members must attend 60% of club meetings
(7 of 12) and 60% of club functions in a 12 month period
commencing with their
membership anniversary date. This excludes open tournaments
B: In order to be excused from club meeting and/or
function, members must contact a club officer prior to that
meeting or function in
order to have that absence excused. Failure to comply will result in an
unexcused
absence. Members violating
any part of these by-laws will be reviewed by the panel of officers (Articles
III
Section I). Any decision
made
by the panel will be in the best interest of the club.
C: Any decision made and carried out by the panel
of officers will be reviewed at the next regular meeting of club
members. If the majority
of members present at the meeting disagree with the panel's decision then
the panels
decision will be reversed.
D: A member dismissed for violating club rules
may not be reinstated for at least (1) one year from his dismissal.
E: No member shall be actively engaged in the operation
of any type of function for profit that might reflect
negatively on the purpose
of this club. He may, however, engage as a participant in said function.
F: No member will be allowed to resign from the
Oakland Bass Masters of Michigan more than twice. Upon the
2nd resignation they will
not be allowed to rejoin the club. Exceptions only to be allowed by the
current panel
of officers.
G: The maximum membership of this club is not exceed
(30) thirty full time members.
H: Regular membership dues are due at the scheduled
April meeting. Annual renewal costs are $80.00
I: New members joining between April and October
will pay the full $80.00 in dues plus a $10.00
new membership fee, for
a total of $90.00
J: New members joining between November and March
will pay the $10.00 new membership fee at
their acceptance with
another $80.00 paid in April to reach their regular dues payment schedule.
K: There is a (20) day grace period after dues
expire. No dues will be accepted after this (20) day period.
L: After (20) days a person must rejoin the
club with a new anniversary date and dues standing.
ARTICLE 3
OFFICERS AND OFFICES
SECTION 1 PANEL OF OFFICERS
A: The panel of officers shall consist of the following
positions:
PRESIDENT--- VICE PRESIDENT---TREASURER---SECRETARY---TOURNAMENT DIRECTOR
SECTION 2 DEFINITION OF OFFICERS
A: PRESIDENT: Shall preside over all
meetings and functions, direct all official duties of business
and committees, and be
responsible for compliance to rules and by-laws by the membership.
B: VICE PRESIDENT: Shall act as President
in his absence and assist with his duties. He also has the
responsibility of supplying
to the meetings items for a drawing to benefit the general club fund. Meeting
locations, dates, movies
and entertainment are also under his jurisdiction.
C: TREASURER: Shall maintain accurate financial
records and report at each meeting, regulate club funds in the
best interest of the club, submit
the monthly bank statement to the president for his records and Conduct
all
official mail. At the season
end he shall receive a gift of $50.00 for services and undocumented expenses.
D: SECRETARY: Shall maintain accurate
minutes of all meetings and act as liaison for other officers. He shall
be
responsible for maintaining
accurate attendance records and dates. He shall also be responsible for
maintaining correspondence
with any club affiliations and insurance's requirements.
E: EVENT DIRECTOR: Shall be responsible
for sponsor solicitation and all open fishing tournaments
sponsored by the club;
permits and proper forms. Any changes in rules that affect these tournaments
shall be
brought to the attention
of the club by him. For his services and inconveniences he shall receive
free entry to
all open cash tournaments
sponsored by the club.
F. CLUB TOURNAMENT DIRECTOR: Shall be responsible for running and presiding over all club tournaments.
It will also be his responsibility to keep all records for said tournaments.
SECTION 3 RESPONSIBILITY
A: The five elected officers that make up the "PANEL
OF OFFICERS" will be responsible for the smooth
operation of
this club.
SECTION 4 OTHER OFFICES
A: NEWSLETTER EDITOR: Shall compile and edit a
club newsletter. This newsletter is to be mailed
or emailed
out the first
of every month.
B: PHOTOGRAPHER: Shall maintain a club
scrapbook and photographic record of club functions.

ELECTIONS SECTION 1 ELIGIBILITY
A: Must have been an active member for at least
(4) months prior to nominations.
B: Must show an active interest in the club and
office.
SECTION 2 NOMINATIONS
A: Nomination will be held at the regular scheduled
meeting in November. Only nominations with a second will
be accepted.
Members
need not be present to be nominated as long as they have given their consent to
the
nomination.
SECTION 3 ELECTIONS
A: The election of officers shall be held at the
regular scheduled meeting in December. Elections will be by
secret ballot of a majority
of members present. In case of a tie a new vote will be taken. In case
of another tie,
new nominations will be
taken with an immediate vote.
B: No proxy or write-in vote will be accepted.
SECTION 4 TERM OF OFFICE
A: President: The term of president is (1) year,
at which (1) successive year may be held if re-elected as per
normal procedure.
After (2) consecutive terms the position is open and the out going president
may not run
again for a
period of (1) year. He is eligible to hold another office during this period.
B: All other offices may be successive with no
time limit.
SECTION 5 VACANCIES
A: In the event an office becomes vacant, nominations
will be taken and an election will be held to fill
the vacant office.

ARTICLE 5
GENERAL
SECTION 1 AMENDING BY-LAWS
A: The amending of these by-laws can be done providing:
1. Notice of proposed change
has been announced to the membership at least (1) meeting prior to any
vote.
2. Vote must be carried by a
majority of members present.
B: Any other general issues affecting this club
and/or it's appearance must be approved by the majority of
attending members at a
regular meeting. i.e. logos, sponsors or changes to any paperwork, etc.
SECTION 2 BANKING
A: Oakland Bass Masters of Michigan Inc. is a non-profit
club, therefore any banking accounts are for the sole
purpose to handle club
incurred expenses and not for profitable ventures or investments.
SECTION 3 TOURNAMENTS
A: Tournament rules, dates and responsibility will
be defined and voted on before Jan. 1st of each year.
B: After adoption no changes can be made unless
agreed upon by a majority of members present at a regularly
scheduled meeting.
SECTION 4 LAKE SELECTION
A:
Open tournament
lakes and dates are picked and voted on at the regular scheduled meeting in
November.
B:
Club tournament
lakes are nominated at the regular scheduled meeting in November and voted on at
the
December meeting.
C: Members may vote on any lake that has been officially nominated. If after the votes are totaled more than two
lakes outside of Oakland County have been elected only the top two lakes outside of Oakland County can be
accepted. An exception exists when the "Invitational Tournament" is outside of Oakland County: at which
time the "Invitational Tournament waters" may be chosen as a 3rd lake outside of Oakland County.
D: Any lake that has been fished as a club tournament two years consecutively can not be nominated for the
following year. Said lake can be fished after one year providing that the lake is nominated and voted in by a
majority vote at the regularly scheduled meeting.
SECTION 5 ANNUAL CLUB TOURNAMENT
AWARDS
A: First, second and third place awards will be
awarded at each club tournament.
B: Big fish award will be awarded for heaviest
fish of the club season.
C: Mr. Bass award will be awarded to the person
compiling the highest point total for all club tournaments.
D: Angler of the Year award will be awarded to
the person compiling the highest total weight for all the club
tournaments.
E: The top (4) anglers for all club tournaments
by points will be awarded cash prizes in the following amounts 1st
place will receive $100.00,
2nd place will receive $75.00, 3rd place will receive $65.00 and 4th place
will receive
$50.00
F: All awards will be awarded at the banquet after
the club fishing season.
G: In case of a tie in a club tournament duplicate
awards will be given to both contestants.
H: In case of any position ties at the end of the
season the higher catch weight for the year will be the deciding
factor.
I: All awards will be awarded at the club's discretion.
J: The top (8) available fisherman by points will
have the honor of representing the club in the "MICHIGAN
INVITATIONAL TOURNAMENT".
K: The top (10) available fisherman by points and last years Classic Champion (if he did not make the top ten) shall
compete in our Club Classic tournament. The “Classic” will be fished the Sunday after the clubs banquet. shall
compete in an unannounced location club classic tournament at the end of the season.
L: The lake for the “Classic” will be drawn from a hat at the banquet. The contestants for the Classic will put the name
of a lake they would like to fish in a hat. A contestant draws the lake from the hat and that lake is off limits till the
Classic tournament.
SECTION 6 LUNKER PATCH
A: One for each weight class per year for (5lb.) and over
with certification of weight from a bait shop, D.N.R. or
club tournament.
